{"id":104353,"date":"2026-04-11T17:34:03","date_gmt":"2026-04-11T20:34:03","guid":{"rendered":"https:\/\/ubirataonline.com.br\/appeals-court-says-trump-white-house-ballroom-construction-can-proceed-for-now\/"},"modified":"2026-04-11T17:34:03","modified_gmt":"2026-04-11T20:34:03","slug":"appeals-court-says-trump-white-house-ballroom-construction-can-proceed-for-now","status":"publish","type":"post","link":"https:\/\/ubirataonline.com.br\/en\/appeals-court-says-trump-white-house-ballroom-construction-can-proceed-for-now\/","title":{"rendered":"Appeals court says Trump White House ballroom construction can proceed for now"},"content":{"rendered":"<p><\/p>\n<div data-editable=\"content\" itemprop=\"articleBody\" data-reorderable=\"content\">\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnujjpfj005326nrdlm3d2bw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A federal appeals court said Saturday that President Donald Trump can move ahead for another week with construction of a massive new White House ballroom while judges consider the project.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnujk2aq00013b6qhekdbfn6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The 2-1 order from the DC Circuit Court of Appeals is a temporary win for Trump in a <a href=\"https:\/\/www.cnn.com\/2026\/03\/31\/politics\/judge-rules-that-white-house-ballroom-contstuction-stop\">protracted legal fight<\/a> over whether he has the authority to build the ballroom on the site of the former East Wing without express approval from Congress.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnujk2aq00023b6qfulwxa7o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The appeals court said work on the project can continue until at least April 17. The court sent the case back down to a federal judge who initially ruled against it, saying he needed to look closer at the White House\u2019s argument that construction must continue for national security and safety reasons, and adding that the appeals court couldn\u2019t scrutinize the notion on a \u201churried record.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukip5900133b6qzx3j425q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt remains unclear whether and to what extent the development of certain aspects of the proposed ballroom is necessary to ensure the safety and security of those below-ground national security upgrades or otherwise to ensure the safety of the White House and its occupants while the appeal proceeds,\u201d the judges in the majority wrote.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnujk2aq00043b6qy0l4utvv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The two judges who decided to send the case back down were appointed by former Presidents Barack Obama and Joe Biden. The dissenting judge was appointed by Trump during his first term.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgm29000j3b6qve3n3azf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Saturday\u2019s decision is the latest flashpoint in a monthslong fight over Trump\u2019s desire to push ahead with the ballroom project with little to no outside oversight.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000l3b6q9q6e8ohy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After Trump demolished the East Wing last year to begin construction, the nation\u2019s top historic preservation group went to court to challenge the legality of the project. It argued, among other things, that Congress <a href=\"https:\/\/www.cnn.com\/2025\/12\/12\/politics\/white-house-ballroom-trump-preservation-group-lawsuit\">needed to bless the project<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000m3b6q50v0md3k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Senior US District Judge Richard Leon agreed with the group late last month, writing in a stinging ruling that Trump was moving ahead with construction unlawfully since he had not asked lawmakers for permission to build the bold new addition to the White House.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000n3b6qqt5c9nir@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Leon, an appointee of former President George W. Bush, said much of the work needed to stop pending congressional approval but that crews could continue \u201cconstruction necessary to ensure the safety and security of the White House.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000o3b6qpahf5gq6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe President of the United States is the steward of the White House for future generations of First Families. He is not, however, the owner!\u201d Leon wrote in the 35-page ruling.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000p3b6qnb5u2rb8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump and his lawyers quickly seized on that loophole to argue that the decision was essentially meaningless.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000q3b6qml6bjox8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThat\u2019s called: \u2018I\u2019m allowed to continue building as necessary,\u2019\u201d Trump said shortly after Leon issued his ruling. \u201cSo on that, we\u2019re OK.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000r3b6qqwgokoj8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After appealing Leon\u2019s decision to the DC Circuit, Trump\u2019s lawyers told the court in a sharply worded filing that the judge overstepped when he issued a \u201cshocking, unprecedented and improper injunction\u201d that they said \u201cwould imperil the president and others who live and work in the White House.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000s3b6qmtul61dq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Arguing that the entire project \u201cadvances critical national-security objectives,\u201d Justice Department lawyers asked the court to shelve Leon\u2019s ruling while the case moved forward.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000t3b6q9wuzuura@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe upgrades to the East Wing are not cosmetic; instead, they involve the use of missile-resistant steel columns, beams, drone-proof roofing materials, and bullet, ballistic, and blast proof glass windows,\u201d they wrote in court papers. \u201cThey also include the installation of bomb shelters, hospital and medical facilities, protective partitioning, and top-secret military installations, air conditioning, heating, venting, and more.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000u3b6quxv3cm9e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the National Trust for Historic Preservation <a href=\"https:\/\/www.cnn.com\/2026\/01\/19\/politics\/east-wing-secret-bunker-construction-details\">told the appeals court<\/a> that Trump was erroneously conflating the bunker being built under the ballroom with the above-ground addition that is replacing the East Wing, which for decades had housed the first lady\u2019s office.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000v3b6q6qwujjsf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAs is obvious, the absence of a massive ballroom on White House grounds has not stopped this (or any other) President from residing at the White House or hosting events there,\u201d the group\u2019s lawyers said in a filing submitted this week. \u201cTemporarily halting the ballroom project until it complies with the law will not irreparably harm defendants or the nation.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000w3b6qmlchxdeb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The ballroom project has been a top priority for Trump, who has long envisioned a large, permanent event space at the White House to replace the temporary structures that are erected on the South Lawn for some key presidential events.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000x3b6qhusgnn54@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The project has an estimated size of approximately 89,000 square feet, according to lead architect Shalom Baranes. By contrast, the primary White House structure, the Executive Mansion, is just 55,000 square feet.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000y3b6q3gkd8jq0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Earlier this month, a <a href=\"https:\/\/www.cnn.com\/2026\/04\/02\/politics\/trump-ballroom-commission-vote-white-house\">board stacked with Trump loyalists<\/a> that oversees planning for federal buildings and land provided its stamp of approval for the project. But that vote appeared to do little to advance the project given Leon\u2019s ruling days earlier.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmnukgnrz000z3b6qv73x629k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            At the last National Capital Planning Commission meeting, the board heard from dozens of experts, including architects, historians, preservationists and former White House staffers; representatives from key groups like the National Trust for Historic Preservation, the DC Preservation League and the American Institute of Architects; and concerned citizens who <a href=\"https:\/\/www.cnn.com\/2026\/03\/05\/politics\/trump-east-wing-ballroom-commission-vote\">voiced opposition<\/a> to the project.
