When I think of the difference between Donald Trump\u2019s first term and Donald Trump\u2019s second term, the image that stands out most is the president bombing.<\/p>\n

Not a country, in this case \u2014\u00a0a comedy routine.<\/p>\n

It was this January\u2019s keynote speech at the Alfalfa Club dinner, a hokey Washington institution that exists solely for the president to pop in once a year and fire off a bunch of jokes prepared by his speechwriters.<\/p>\n

Trump broke with precedent and skipped it in his first term, but decided to give it a shot this time. On the surface, it might have seemed a subtle return to some kind of presidential normalcy \u2014\u00a0like his much-publicized first appearance at the better-known White House Correspondents\u2019 Association\u2019s dinner<\/a> on Saturday, a media gathering that traditionally also features a presidential standup set.<\/p>\n

But when Trump stood up in his black tuxedo and addressed the Alfalfa Club\u2019s ultra-elite membership<\/a>, which consists primarily of longtime politicians and Fortune 500 CEOs, it did not go well. Here\u2019s how the Washington Post described the scene<\/a>:<\/p>\n

Some jokes landed with a thud, and the room fell silent repeatedly.<\/em><\/p>\n

\u201cSo many people in the room I hate. Most of you I like,\u201d he said, according to an attendee. \u201cWho in the hell thought this was going to happen?\u201d<\/em><\/p>\n

He said that he might cut the speech short because he needed to watch the invasion of Greenland, before conceding it was a joke.<\/em><\/p>\n

\u201cWe\u2019re not going to invade Greenland. We\u2019re going to buy it,\u201d he said. \u201cIt\u2019s never been my intention to make Greenland the 51st state. I want to make Canada the 51st state. Greenland will be the 52nd state. Venezuela can be 53rd.\u201d<\/em><\/p>\n

Trump also pointed to Kevin Warsh, his nominee to be the next Fed chairman.<\/em><\/p>\n

\u201cIf he doesn\u2019t lower interest rates I\u2019m suing his ass off,\u201d Trump said. After a beat, he added, \u201cI\u2019m kidding.\u201d After another beat, he concluded, \u201cEh\u2026\u201d<\/em><\/p>\n<\/div>\n<\/blockquote>\n

Tough crowd!<\/p>\n

It\u2019s easy to see this as an anecdote about yet another snooty Washington establishment turning their noses up at Trump, but that\u2019s not really the story. The reason the jokes didn\u2019t land wasn\u2019t the audience, or the writing, or the delivery. It\u2019s that they weren\u2019t jokes \u2014\u00a0they were policy.<\/p>\n

When Trump talked about his \u201chate\u201d for the audience, the actual Trump Justice Department was working its way through his enemies list<\/a>. In fact, suing the Fed chair to lower interest rates would actually be the lighter<\/em> approach; in real life, the sitting Fed chair (an Alfalfa member, of course) had just publicly accused<\/a> the White House of launching a specious criminal<\/em> investigation to achieve the same goal.<\/p>\n

Trump delivered his riff on foreign policy right after he had threatened to invade and annex Greenland, which prompted a global crisis that only ended days earlier when the stock market began melting down<\/a>. And statehood was no laughing matter in Canada, whose citizens resoundingly elected Prime Minister Mark Carney on a \u201cNever 51\u201d platform<\/a> after Trump threatened ruinous tariffs if they didn\u2019t join the US.<\/a><\/p>\n

Trump\u2019s first term featured plenty of people freaking out over his day-to-day pronouncements. But a large amount of abnormal rhetoric or reported behind-the-scenes behavior was also waved aside as hot air, or exaggeration, or dark humor for supporters who were in on the gag. That\u2019s much harder this time, when there\u2019s frequently the force of government behind them, something the media members in attendance for Trump\u2019s speech on Saturday understand all too well.<\/a><\/p>\n

This is the difference between Trump I and Trump II: Nobody is laughing this time.<\/p>\n

First term, setup. Second term, punchline.<\/strong><\/h2>\n

The dead seriousness of Trump II vs. Trump I is a helpful frame in part because this new sense of unpredictability \u2014\u00a0and the dread that often comes with it \u2014 crosses party lines. Both his critics and supporters have adjusted to how they view and discuss him with this change in mind.<\/p>\n

Let\u2019s start with his supporters. During Trump\u2019s first presidency, there was an entire intellectual scaffolding built around the idea that people needed to lighten up a bit when it came to his more inflammatory or threatening or bizarre statements.<\/p>\n

Columnist Salena Zito, who chronicled his 2016 voters on the ground, astutely noted that they often took him seriously, but not literally; while the press took him literally, but not seriously. There was much discussion of his 1980s book The Art of the Deal<\/em> and its endorsement of \u201ctruthful hyperbole<\/a>,\u201d which Trump described as \u201can innocent form of exaggeration.\u201d Critics saw it as a manifesto for lying; supporters also cited it to reassure themselves that his more out-there talk was knowingly savvy.<\/p>\n

Democrats were never fans of Trump\u2019s schtick, of course. But the first term was also filled with self-appointed strategists warning that Trump\u2019s wilder provocations were mere \u201cdistractions\u201d meant to pull his opponents\u2019 attention from more serious and realistic concerns elsewhere.<\/p>\n

Trump and his staff were happy to maintain this idea themselves<\/a>. Whenever a statement or position stirred up an unusual amount of trouble, it was common to mock people for having ever taken it at face value.<\/p>\n

Did Trump say Democrats committed treason during his State of the Union speech? \u201cHe was obviously joking<\/a>.\u201d Did he say he\u2019d pardon people who illegally carry out his orders? Kidding, of course!<\/a> Bombing civilians? You took that stuff literally<\/a>? Demanding Greenland? Didn\u2019t you see his hilarious Photoshop<\/a> of Trump Tower in Nuuk?<\/p>\n

Not so in Trump II: This time, his handpicked prosecutor really did try to charge elected Democrats<\/a> after he cried sedition (a grand jury was not amused<\/a>), the Greenland talk really did escalate to a military standoff<\/a>, and just this month he reportedly floated blanket pardons for staff<\/a>.<\/p>\n

Everyone\u2019s in on the \u201cjoke\u201d now\u00a0<\/strong><\/h2>\n

It\u2019s clear that many Trump pronouncements considered idle \u201ctrolling\u201d in his first term were, in retrospect, more serious proposals that were held back by stronger political constraints or a less compliant Cabinet. Now, in his second term, whether you agree with his decisions or not, these declarations are no longer brushed off as easily as \u201cmean tweets<\/a>\u201d riling up humorless scolds.<\/p>\n

In his first term, Trump could get away with occasional sacrilegious talk about being the \u201cchosen one\u201d or the \u201csecond coming of God\u201d by claiming sarcasm<\/a>. In his second term, when Trump posted a picture of himself playing AI Jesus<\/a>, religious conservatives were far less quick to dismiss it and forced him to take it down, even as the White House passed it off as a gag<\/a>.<\/p>\n

On the left, the \u201cdistraction\u201d talk is also more muted. Then-Speaker Nancy Pelosi boasted in 2020 that she ignored Trump\u2019s \u201cbait\u201d when he tweeted about sending the military into Minneapolis and shooting out-of-control protesters<\/a>. Nobody in her party is saying that in 2026<\/a>.<\/p>\n

In many ways, this kind of audience response is Trump\u2019s dream. He\u2019s been obsessed for decades with the notion that the world is \u201claughing\u201d at America<\/a>; an extension of his own lifelong grievance<\/a> toward Manhattan snobs mocking his louche Queens persona.<\/p>\n

Legend even has it (denied by Trump) that he might never have run for office if President Barack Obama hadn\u2019t mocked him to thundering guffaws\u00a0at the 2011 White House Correspondents\u2019 Dinner<\/a>. Now is finally his big chance to return to the same stage his hated predecessor occupied and deliver a roast of his own.<\/p>\n

He probably won\u2019t have to worry about excessive laughter this time.<\/p>\n<\/div>\n
