Coastal Louisiana is one of the lowest lying regions in the world, and New Orleans, a city of 360,000 people, is particularly exposed. One of the authors identified an ancient shoreline roughly 30 miles north of New Orleans, which formed around 125,000 years ago when temperatures were similar to today, but the oceans were at least 10 feet higher.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpfq8egf000l3b6rfdnbyqov@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s very likely that sea level will rise to that elevation in the future,\u201d said Torbj\u00f6rn T\u00f6rnqvist, a report author and a geology professor at Tulane University. The question is what should be done and when.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpfq8egf000m3b6r4fl0rzqk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            People are already leaving coastal Louisiana and have been for decades, said Brianna Castro, a study author and assistant professor of urban sustainability at Yale School of the Environment.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpfq8egf000n3b6rb7cgd689@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Since Hurricane Katrina \u2014 which <a href=\"https:\/\/www.cnn.com\/politics\/fema-katrina-20-years-trump\">slammed into Louisiana in 2005<\/a>, killing nearly 1,400 people \u2014 New Orleans has lost around 25% of its population. The retreat has been a \u201cpulse-like\u201d process, where every major storm or flood prompts<strong> <\/strong>a spike in departures, Castro said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpfq8egf000o3b6rltlxevrx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The storms the city faces are only likely to get harder to endure. The city of Kiruna in Arctic Sweden is being slowly swallowed by the iron ore mine upon which it was built. As the mine expanded, buildings fractured and some collapsed.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpfq8egf000s3b6rj87e05t1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kiruna is now in the midst of a decades-long relocation process, which was voted for in 2004 and is expected to be finished in 2035. Last year, the town transported its more than 100-year-old church to the new city on a specially designed trolley. inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpfq8egf000x3b6rze2akn31@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI have no hope in the establishment being considerate of Black people\u2026 I\u2019m looking at what they did to us after Katrina,\u201d Wright said, referring to the widely-criticized government response to the hurricane. She fears generations of Black people will be forced to start again from scratch \u201cbecause they have nothing if the land is taken from them.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpfq8egf000y3b6rhbkeua2p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For now, there does not seem to be a huge appetite among policymakers to really start thinking about relocation, T\u00f6rnqvist acknowledged.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpfq8egf000z3b6r63o7on60@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There have been efforts to buy the region more time. In August 2023, ground broke on a vast sediment diversion project to boost the wetlands and help safeguard south Louisiana from storms and rising seas.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpfq8egf00103b6r7by6rnzo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In 2025, however, it was cancelled by the state\u2019s Republican Governor Jeff Landry, citing high costs and damage to fisheries. This decision \u201ceffectively means giving up on extensive portions of coastal Louisiana, including the New Orleans area,\u201d the report authors wrote.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpfr9ytx00063b6rqp0mhxo3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Gov.
