Vern Clark decided to go with the LCS, a warship unlike anything the Navy had acquired before.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" that may have been part of the problem.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" Navy got the shipped it asked for \u2013 \u201cand in some key aspects a better ship than expected.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" In 2010, the first trimaran, USS Independence, followed.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1l000s3b6roprae7md@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The LCS was envisioned as a key component of US naval power in areas dominating current headlines, like the Persian Gulf, where the US and Israel are at war with Iran, and the South China Sea, where the US and its allies are defending freedom of navigation.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1l000t3b6rtbxm4gyu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Early proponents of the ship called it a \u201cstreetfighter,\u201d according to the Navy report, speedy and able to combat small-boat swarms, but with the versatility to hunt mines like those Iran is reported to have laid in the Strait of Hormuz.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m000u3b6rf73pykwj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But problems began to mount. In January 2016, USS Fort Worth suffered damage to its propulsion system in Singapore. reputation of the ships\u2019 reliability.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m000w3b6ry8ynabgx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As the LCS problems materialized, Navy leaders thought money budgeted for the program could be better spent elsewhere.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m000x3b6r3bmbnobr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In 2021, it began decommissioning the oldest of the ships \u2013 totaling seven to date \u2013 including the USS Sioux City, which was decommissioned in 2023 after spending only five years in a fleet where ships are expected to last 25 years.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m000y3b6rdjdxqd2x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            An eighth, USS Fort Worth, is expected to be retired in July, but Congress blocked plans to decommission even more, citing the service\u2019s need for ships and a wish to protect taxpayer investments of billions of dollars.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m000z3b6raeu4wmk2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            So, the Navy is forging ahead trying to make the best of ships its leaders didn\u2019t want just a few years ago.\n    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/cmpkpglwb00053b6rftmud0ig@published\" class=\"image_large-elevate vossi-image_large-elevate  image_large__hide-placeholder\" data-image-variation=\"image_large\" data-name=\"AP461903875463.jpg\" data-component-name=\"image\" data-observe-resizes=\"\" data-breakpoints=\"{\" image_large--eq-extra-small=\"\" data-original-ratio=\"0.75\" data-original-height=\"2736\" data-original-width=\"3648\" data-url=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/ap461903875463.jpg?c=original\" data-article-gutter=\"true\">\n            The 2026 Navy shipbuilding plan released earlier this month calls the LCS \u201can essential low-end fleet capability \u2026 capable of complicating adversary decisions,\u201d saying it can be an effective mine countermeasures platform and armed with the Naval Strike Missile for surface warfare action.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m00113b6rjb0xv4z5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe strategy for LCS is a transition from acquisition to sustainment and modernization to keep these ships relevant, combat credible, and reliable through their service lives,\u201d the plan says.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m00123b6rhe81t01t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Analysts are skeptical.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m00133b6rafb77jkn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhat remains to be seen is how useful they would actually be in a combat scenario, as they have never been in one,\u201d Emma Salisbury, a non-resident senior fellow in the Foreign Policy Research Institute\u2019s National Security Program, told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m00143b6r7vshclcv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            She said she\u2019s seen no evidence that, in the current war with Iran, the three LCS deployed to the Middle East for minesweeping duties have done the job. When asked by CNN, US Central Command said it could not comment on what role the LCS have playing in the conflict.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m00153b6robom3nq4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            When US Central Command announced in April it was beginning to set the conditions for mine clearing in the Strait of Hormuz, it was not LCS but destroyers that were the first to go through the waterway.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m00163b6ryb93e1ai@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Since the war began, at least two of the three LCS assigned to the gulf for minesweeping have been spotted as far away as Malaysia and Singapore.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m00173b6r7l82qh57@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Carl Schuster, a former US Navy captain, told CNN the LCS lacks enough anti-aircraft defenses for any real war-time role in contested waters.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m00183b6rbfpkz9gh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Though the Navy said in 2025 it had begun upgrading LCS defenses to counter drones, Schuster is unconvinced.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m00193b6redfkak4h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThey are easy meat to a cruise missile, drone or aviation platform,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m001a3b6rhjglqmou@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThey are all but helpless in any kind of threat scenario. Even anti-pirate patrols are too dangerous in areas where there is a hostile air, drone, missile or swarm threat,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m001b3b6rvo97vasw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The LCS is \u201can experiment that didn\u2019t work as advertised, so the US Navy does its best to use the ships for what it can,\u201d Salisbury added.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m001c3b6rem9nuc6b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Both Salisbury and Schuster see the LCS as primarily stopgaps for the Navy, likely to give way to a new generation of frigates that was announced last December.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m001d3b6rc8xpabtk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Those ships, known for now as the FF (X), will be based on the Coast Guard\u2019s Legend-class national security cutters. They\u2019ll be bigger than the LCS, displacing 4,750 tons, according to a Navy document presented at a naval symposium in January <a href=\"https:\/\/www.navalnews.com\/naval-news\/2026\/01\/new-u-s-navy-frigate-ffx-program-specs-revealed\/\" target=\"_blank\">reported by Naval News<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmpkkha1m001e3b6rhz4stco2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A Navy announcement of the new frigate from December 2025 said the service hopes to have the first hull in the water by 2028.
