(Photo by Janos Kummer\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p><span>THIS IS ONE OF THOSE TIMES when it\u2019s tempting to apply the principles of physics to politics, because it appears that the second law of thermodynamics\u2014that\u2019s the one that explains that entropy tends to increase over time\u2014may at last be catching up with Viktor Orb\u00e1n. Hungary\u2019s <\/span><a href=\"https:\/\/www.thebulwark.com\/p\/an-open-letter-to-tucker-carlson-from-a-hungarian-conservative\" rel=\"\">Christian conservative Disneyland<\/a><span>, a shining beacon for Tucker Carlson, JD Vance, and others in the Trump administration, may be heading toward collapse.<\/span><\/p>\n<p><span>The catalyst for the crisis has been <\/span><a href=\"https:\/\/www.thebulwark.com\/p\/peter-magyar-opposition-hungary-viktor-orban\" rel=\"\">P\u00e9ter Magyar<\/a><span>, Orb\u00e1n\u2019s young and dynamic political opponent, whose energy and success appear to have helped to spark a social movement that could bring Orb\u00e1nism to an end. Magyar\u2019s political party, Tisza, now holds a steady lead over Orb\u00e1n\u2019s Fidesz in independent polls, somewhere between <\/span><a href=\"https:\/\/24.hu\/belfold\/2025\/09\/01\/republikon-kutatas-fidesz-tisza-part\/\" rel=\"\">5<\/a><span> and <\/span><a href=\"https:\/\/24.hu\/belfold\/2025\/07\/11\/tisza-part-fidesz-republikon-kozvelemeny-kutatas\/\" rel=\"\">10 percent<\/a><span>. With elections likely in Hungary next April, Orb\u00e1n looks beatable.<\/span><\/p>\n<p><span>A large part of Magyar\u2019s success derives from the fact that he has developed a serious ground game. Tisza has built a network of local community clubs or associations, called <\/span><a href=\"https:\/\/www.magyartisza.hu\/tiszaszigetek\" rel=\"\">Tisza Islands<\/a><span>, where civically minded people meet to share ideas about the condition of the country. In the meantime, Magyar keeps crisscrossing the country tirelessly, visiting even small villages in an effort to build support. According to <\/span><a href=\"https:\/\/eng.median.hu\/\" rel=\"\">Medi\u00e1n<\/a><span>, a research company with an excellent reputation, Tisza now leads Fidesz in all large and small cities throughout the country\u2014everywhere, in fact, <\/span><a href=\"https:\/\/hvg.hu\/360\/20250619_median-felmeres-tisza-fidesz-part-preferencia-nagyvarosok-falvak\" rel=\"\">except in villages<\/a><span>.<\/span><\/p>\n<p><span>Confronted with a serious challenger, Orb\u00e1n, who has carefully cultivated his image as a political genius, can\u2019t stop making blunders. \u201cThe thing to avoid,\u201d <\/span><a href=\"https:\/\/archive.org\/details\/napoleoninhisown00napo\/page\/37\/mode\/1up?view=theater\" rel=\"\">Napoleon once said<\/a><span>, \u201cis not so much error as self-contradiction. It is especially by the latter that authority loses its force.\u201d Thanks to Magyar, the self-contradictions of Orb\u00e1n\u2019s regime are becoming ever more apparent.<\/span><\/p>\n<p data-attrs=\"{&quot;url&quot;:&quot;https:\/\/www.thebulwark.com\/p\/hungary-could-free-itself-from-orbanism-next-spring-peter-magyar?utm_source=substack&amp;utm_medium=email&amp;utm_content=share&amp;action=share&quot;,&quot;text&quot;:&quot;Share&quot;,&quot;action&quot;:null,&quot;class&quot;:null}\" data-component-name=\"ButtonCreateButton\" class=\"button-wrapper\"><a href=\"https:\/\/www.thebulwark.com\/p\/hungary-could-free-itself-from-orbanism-next-spring-peter-magyar?utm_source=substack&amp;utm_medium=email&amp;utm_content=share&amp;action=share\" rel=\"\" class=\"button primary\"><span>Share<\/span><\/a><\/p>\n<p><span>For example, in May, during Romania\u2019s presidential election, Orb\u00e1n delivered a <\/span><a href=\"https:\/\/miniszterelnok.hu\/en\/speech-by-prime-minister-viktor-orban-at-the-inauguration-ceremony-for-the-renovated-benedictine-abbey-of-tihany-and-the-saint-christopher-pilgrims-house\/\" rel=\"\">speech<\/a><span> in which he extolled the virtues of Christian nationalist politics. He ended his remarks with praise for George Simion, the far-right Romanian presidential candidate. Shortly afterwards, clips of Orb\u00e1n praising Simion were <\/span><a href=\"https:\/\/atlatszo.hu\/vilagterkep\/2025\/05\/13\/orban-tihanyi-beszedevel-kampanyol-a-magyarfalo-roman-elnokjelolt-erdelyben\/\" rel=\"\">featured in paid<\/a><span> political advertisements that appeared on social media in parts of Romania with a large Hungarian minority. Orb\u00e1n had effectively <\/span><a href=\"https:\/\/24.hu\/kozelet\/2025\/05\/13\/orban-viktor-georg-simion-romania-kampany-tamogatas-rmdsz\/?utm_source=chatgpt.com\" rel=\"\">endorsed<\/a><span> Simion.<\/span><\/p>\n<p><span>But Simion\u2014good right-wing Romanian nationalist that he is\u2014has a history of anti-Hungarian bombast. He has <\/span><a href=\"https:\/\/hang.hu\/hataron-tul\/simion-ket-eve-a-tiszaig-tarto-romaniarol-szonokolt-176205\" rel=\"\">allegedly referred<\/a><span> to the Hungarian minority in Romania as terrorists, and suggested Romania\u2019s borders should be redrawn to include parts of present day Hungary. He may also have been involved in <\/span><a href=\"https:\/\/universul.net\/romanias-nationalist-leader-george-simion-is-a-threat-to-the-hungarian-community_-government-leader\/\" rel=\"\">desecrating a Hungarian cemetery<\/a><span>. Leaders of the Hungarian minority in Romania, who are normally aligned with Orb\u00e1n, criticized his endorsement of Simion <\/span><a href=\"https:\/\/www.ft.com\/content\/541bc981-b5cf-418a-8011-f520e292b3d9\" rel=\"\">vehemently<\/a><span>. Orb\u00e1n, the great Hungarian nationalist, looked like he was <\/span><a href=\"https:\/\/hang.hu\/belfold\/tompa-andrea-szerint-orban-tihanyi-beszede-arulaskent-vonul-majd-be-a-tortenelembe-176165\" rel=\"\">selling out Hungarians<\/a><span> in Romania in hopes of gaining an autocratic ally in Europe.<\/span><\/p>\n<p><span>P\u00e9ter Magyar immediately seized on the mistake. He <\/span><a href=\"https:\/\/naphire.hu\/cikk\/magyar-peter-gyaloglas-erdely-tisza-part\" rel=\"\">announced<\/a><span> that, to express solidarity with the Hungarian minority in Romania, he would take \u201ca million steps for peace and national unity\u201d by <\/span><a href=\"https:\/\/telex.hu\/belfold\/2025\/05\/14\/magyar-peter-nagyvarad-seta-romania-simion-orban-viktor-ukrajna-titkosszolgalat-ruszin-szendi-romulusz\" rel=\"\">walking from Budapest<\/a><span> to the Romanian city of <\/span><a href=\"https:\/\/hvg.hu\/itthon\/20250524_Magyar-Peter-Nagyvaradon-eloben-jelentkezik-a-HVG-ebx\" rel=\"\">Oradea (Nagyv\u00e1rad)<\/a><span>, an important city in Hungarian history. The distance between the two cities is approximately 185 miles. The hike lasted two weeks, winding through small towns and the Hungarian countryside. As Magyar worked his way through the country, crowds would come out not only to see, but also <\/span><a href=\"https:\/\/youtu.be\/fv80UcUK0_o?si=pLA8iL-F9QFkrH_T\" rel=\"\">to join him<\/a><span> for part of the way.<\/span><\/p>\n<p><span>ANOTHER OF ORB\u00c1N\u2019S BLUNDERS was to pass a <\/span><a href=\"https:\/\/apnews.com\/article\/hungary-pride-ban-amendment-orban-gay-rights-lgbtq-155ec12cbbde7cc6be0f96adb323de77\" rel=\"\">law<\/a><span> in March outlawing LGBTQ+ events, including the capital\u2019s annual Pride parade. Orb\u00e1n was drawing upon a well-worn playbook: He has used culture-war issues in the past to force the political opposition into adopting unpopular positions, and gay advocacy probably seemed like a perfect one for him to press into his young opponent\u2019s hands. P\u00e9ter Magyar was reluctant to address the issue and avoided taking a clear stance. But the law banning the parade violated democratic principles so blatantly that even without Magyar\u2019s involvement it <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Hungarian_Pride_parade_ban\" rel=\"\">sparked protests<\/a><span> throughout Hungary.<\/span><\/p>\n<p><span>Week after week, demonstrators in Budapest <\/span><a href=\"https:\/\/telex.hu\/belfold\/2025\/03\/25\/pride-tuntetes-hadhazy-ferenciek-tere-budapest?utm_source=chatgpt.com\" rel=\"\">occupied bridges<\/a><span> and <\/span><a href=\"https:\/\/hvg.hu\/itthon\/20250603_tuntetes-hadhazy-akos-ferenciek-tere\" rel=\"\">major squares<\/a><span>. On June 28, the day of the illegal Pride parade, <\/span><a href=\"https:\/\/edition.cnn.com\/2025\/06\/28\/europe\/budapest-pride-intl\" rel=\"\">hundreds of thousands<\/a><span> of people marched through Budapest in defiance of the regime. Rather than deflecting attention away from problems with Orb\u00e1n\u2019s rule\u2014the way a wedge issue ought to do\u2014the Pride parade became a vehicle for channeling public anger against Orb\u00e1n\u2019s regime. That this enormous demonstration occurred despite being illegal made Orb\u00e1n look weak. And although Magyar himself did not play a role in the demonstrations, his rise and successes contributed to a growing sense in the country that Orb\u00e1n can be defeated, which undoubtedly emboldened people to take to the streets.<\/span><\/p>\n<p><span>Indeed, the mood in Hungary is palpably different than it was a year ago. Not only is everyone talking about P\u00e9ter Magyar, but people are also more comfortable criticizing Orb\u00e1n in public (on trains and subways, for example). Public figures speak about the \u201cOrb\u00e1n regime\u201d instead of the \u201cOrb\u00e1n government,\u201d and talk openly about the need for a \u201csystem change.\u201d The term \u201c<\/span><a href=\"https:\/\/www.amazon.com\/Post-Communist-Mafia-State-Case-Hungary\/dp\/6155513546\" rel=\"\">mafia state<\/a><span>,\u201d once used only by liberal intellectuals to describe Orb\u00e1n\u2019s manner of governing, has entered the mainstream. Shifts in public rhetoric like this suggest that Orb\u00e1n\u2019s Christian nationalist state is starting to struggle with legitimacy issues.<\/span><\/p>\n<p><span>In response, the rhetoric from the regime has also changed drastically. It has become more threatening, violent, and openly fascist. In a <\/span><a href=\"https:\/\/magyarnemzet.hu\/english\/2025\/03\/the-question-is-whether-we-want-to-be-crushed-by-ukraines-accession\" rel=\"\">speech<\/a><span> <\/span><a href=\"https:\/\/hirado.hu\/belfold\/cikk\/2025\/03\/15\/itt-olvashatja-orban-viktor-teljes-unnepi-beszedet\/\" rel=\"\">delivered<\/a><span> on a major national holiday in March, Orb\u00e1n announced that, \u201cAfter today\u2019s holiday gatherings comes the big spring cleaning. The bedbugs (<\/span><em>polosk\u00e1k<\/em><span>) survived the winter. We\u2019re going to eliminate the economic machinery which used corrupt dollars to buy politicians, judges, reporters, fake NGOs and political activists. We\u2019re going to eliminate the entire army hiding in the shadows.\u201d This Putin-like threat on the courts and civil society was disturbing enough, but Orb\u00e1n\u2019s use of the word <\/span><em>polosk\u00e1k<\/em><span> caused even more outrage. <\/span><em>Polosk\u00e1k<\/em><span> are a <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Heteroptera\" rel=\"\">family<\/a><span> of <\/span><a href=\"https:\/\/www.google.com\/search?sca_esv=e34a8a4f92e4e401&amp;rlz=1C1GCEA_enUS1124US1124&amp;sxsrf=AE3TifNy_i8pNhB_2kxW-7WO15_G-yz-fQ:1755465222522&amp;udm=2&amp;fbs=AIIjpHxU7SXXniUZfeShr2fp4giZ1Y6MJ25_tmWITc7uy4KIetBXe9Do9DAuamxeB-puw_YsNKwkQmpdBnXmV_Wcu-Aa6tSphtaa0Ii6-dV_VFDbcfkI7RnGoz2PEk6lvpoeQT900SAoaVzWHlyWT_Rd8JArj2lbky3WbpmyYt8mi30wcQv47Cflnv3O23p6j9fRLt4UAn-z0uQ6PIb-037MXixCogQPnw&amp;q=poloska&amp;sa=X&amp;sqi=2&amp;ved=2ahUKEwjc44PI4ZKPAxXnLtAFHRNHNoMQtKgLegQIExAB&amp;biw=1280&amp;bih=559&amp;dpr=1.5\" rel=\"\">insects<\/a><span> (including but not limited to bedbugs) that stink, bite, and suck blood. Critics allege that used this way the word has clear <\/span><a href=\"https:\/\/nepszava.hu\/3272426_orban-viktor-beszed-poloska-mtk-barati-kor-marcius-15\" rel=\"\">antisemitic connotations<\/a><span>, hearkening back <\/span><a href=\"https:\/\/hvg.hu\/itthon\/20250315_Elemzo-Orban-Viktor-poloskazos-mondatarol-Borzalmas-hallgatni-ezeket-az-1930-as-eveket-idezo-kijelenteseket?utm_source=chatgpt.com\" rel=\"\">directly to the 1930s<\/a><span>. That Hungary\u2019s prime minister used such language, and used it on a national holiday, was chilling.<\/span><\/p>\n<p><span>Orb\u00e1n\u2019s open embrace of fascist rhetoric has led many to doubt that he will willingly relinquish power. Prominent critics of the regime have argued that Hungarians need to start organizing <\/span><a href=\"https:\/\/hang.hu\/publicisztika\/polgari-ellenallast-most-177220\" rel=\"\">civil resistance<\/a><span> to prevent the country from converting to open Putinism. Autocratic systems are opaque by design, which makes discerning Orb\u00e1n\u2019s plans and intentions difficult. But even though one can\u2019t rule out a full authoritarian turn in Hungary, my own view is that the country will hold elections next spring and that Orb\u00e1n will accept electoral defeat if the results are clear.<\/span><\/p>\n<p>Blatantly disregarding election results would cost the regime far too much. It would almost certainly mean a suspension of Hungary\u2019s EU membership and the freezing of EU funds that Orb\u00e1n needs to keep his struggling country afloat. It would also create enormous domestic legitimacy problems likely to spark mass demonstrations, which in turn could require the repressive use of police force to control.<\/p>\n<p data-attrs=\"{&quot;url&quot;:&quot;https:\/\/www.thebulwark.com\/?utm_source=substack&amp;utm_medium=email&amp;utm_content=share&amp;action=share&quot;,&quot;text&quot;:&quot;Share The Bulwark&quot;,&quot;action&quot;:null,&quot;class&quot;:null}\" data-component-name=\"ButtonCreateButton\" class=\"button-wrapper\"><a href=\"https:\/\/www.thebulwark.com\/?utm_source=substack&amp;utm_medium=email&amp;utm_content=share&amp;action=share\" rel=\"\" class=\"button primary\"><span>Share The Bulwark<\/span><\/a><\/p>\n<p>Moreover, Orb\u00e1n still has a real chance to win next year\u2019s elections, and all indications suggest that is his strategy. His use of fascist rhetoric is mostly intended to intimidate. He is testing the country, trying to size up where the opposition is strongest and boldest, and looking for ways to disarm the resistance and frighten the population into passivity. Still, as his impotent response to the defiant Pride parade suggests, Orb\u00e1n is unlikely to follow through on the worst of his threats.<\/p>\n<p><span>However, Orb\u00e1n\u2019s strategy also includes bringing government pressure to bear on leaders within the opposition. A recent example involves a constitutional law professor named Zolt\u00e1n Fleck. Speaking at a Tisza Island event, <\/span><a href=\"https:\/\/youtu.be\/M3pvTVr6vl0?si=-ax_1u7RdkCJExJg&amp;t=1320\" rel=\"\">Fleck was asked<\/a><span> about a scenario in which Hungary\u2019s president (an Orb\u00e1n puppet) refused to recognize a Tisza electoral victory. Fleck replied that organized demonstrators would need to gather in public places to use \u201cpromises, threats, and blackmail\u201d to force the president to accept the election result.<\/span><\/p>\n<p><span>Some weeks later, Hungary\u2019s president responded to Fleck\u2019s remarks with a <\/span><a href=\"https:\/\/www.facebook.com\/sulyok.tamas.official\/posts\/pfbid035byBSKYp9bySeYsJV8oBBSCyV8PRMcjAD5RxL6Y6GXxwAZVEuoRixWwM2fCV1bWTl\" rel=\"\">Facebook post<\/a><span> in which he accused Fleck of inciting violence against Hungary\u2019s democratic order. The very same day, the paper <\/span><em>Magyar Nemzet<\/em><span>, a government mouthpiece, <\/span><a href=\"https:\/\/magyarnemzet.hu\/bayer-zsolt-blogja\/2025\/08\/meddig-meg-2\" rel=\"\">published an editorial<\/a><span> referring to Fleck as \u201ca mentally ill, filthy crook, who calls himself a law professor,\u201d and demanded that the \u201crotten bastard\u201d be fired immediately. Hungary\u2019s Putinesque Sovereignty Protection Office has <\/span><a href=\"https:\/\/index.hu\/belfold\/2025\/08\/06\/lanczi-tamas-fleck-zoltan-feljelentes-szuverenitasvedelmi-hivatal-elte\/\" rel=\"\">filed a report<\/a><span> accusing Fleck of breaking the law. As of this writing, Fleck retains his job, but the clear purpose of the orchestrated public campaign against him is to frighten public figures into silence, thereby depriving the opposition of leaders.<\/span><\/p>\n<p>IN SHORT, THINGS IN HUNGARY have gotten wild and ugly. The course of events leading up to next April\u2019s elections is impossible to predict. Broadly speaking, however, here are four possible scenarios.<\/p>\n<p>The first is a clear Orb\u00e1n victory. Fidesz has a record of mobilizing its base and surging in the final weeks before an election. The electoral system is also heavily rigged in Orb\u00e1n\u2019s favor. He controls the public media, has far more money than the opposition, has gerrymandered the voting districts, and can change the electoral laws at the last minute to give him any additional advantage he needs. Hungarians also understand that removing Orb\u00e1n from power means regime change. Regime changes come with instability, and on election day, voters may choose the evil they know over the evils they don\u2019t.<\/p>\n<p><span>The second scenario is a contested election. Orb\u00e1n, one mustn\u2019t forget, <\/span><a href=\"https:\/\/www.journalofdemocracy.org\/articles\/how-viktor-orban-wins\/\" rel=\"\">can cheat<\/a><span>. While large-scale electoral fraud is unlikely, cheating on the margins is not. Fidesz will certainly bribe and purchase votes in the poorer parts of the country, as they have allegedly done <\/span><a href=\"https:\/\/www.opendemocracy.net\/en\/breaking-fresh-evidence-hungary-vote-rigging-raises-concerns-fraud-european-elections\/\" rel=\"\">before<\/a><span>. One can also imagine election officials tossing out batches of \u201cinvalid\u201d ballots that favor the opposition in closely contested districts. Mail ballots arriving from Hungarians in Romania, Serbia, and Ukraine can be stuffed. Manipulations like these might be enough to push Fidesz over the top in a close election, or at least make the true result unclear. If the latter happens, Orb\u00e1n would likely refuse to step down. His regime would suffer from a growing legitimacy problem, and the political crisis in Hungary would deepen.<\/span><\/p>\n<p>The third scenario is a narrow Tisza victory, one in which Magyar\u2019s party wins control of parliament but is denied the two-thirds supermajority it needs to govern effectively. The party-state system Orb\u00e1n has built would allow him, even in defeat, to retain control of virtually all public institutions other than the prime minister\u2019s office. The constitutional court, the office of the president, the public prosecutor, the ombudsman, and the fiscal council are all controlled by Orb\u00e1n loyalists. They would work to sabotage any decisions made by a new government, creating political and economic instability that Orb\u00e1n could use to mount a political comeback.<\/p>\n<p>The fourth scenario is a Tisza landslide that sweeps Magyar into parliament with a supermajority. A supermajority would allow Magyar to change the constitution, thereby removing Orb\u00e1n\u2019s cronies and dismantling the Orb\u00e1n system. Without the power of patronage, Fidesz would quickly shed its membership. Politicians in the top echelons as well as many oligarchs would leave the country in the hope of avoiding prosecution for corruption. Orb\u00e1nism would collapse, and Hungary would enter a new phase in its post-Communist history.<\/p>\n<p>Although this scenario seems less likely than the others, it should not be ruled out completely. If Magyar can maintain a commanding lead in the polls through to spring, voters may come to expect him to win. Hungarians understand the kind of regime they\u2019re living in, and they know that without a supermajority, Magyar will have trouble governing. The same desire for stability that has worked in Orb\u00e1n\u2019s favor in the past might cause Hungarians to break for Magyar this time around, because they believe Magyar will need a two-thirds majority to govern effectively.<\/p>\n<p>Despite what his far-right American admirers believe, Orb\u00e1n is not popular in his own country. A lot of his staying power is just that: inertia, which has given rise to a feeling in Hungary that he is inevitable. Yet things in Hungary have started to move, creating political and social instability. Over the years, the Orb\u00e1nization of Hungary has shown signs of entropic decline.
