\n The state of Minnesota and the Twin Cities are suing the Trump administration, arguing the widespread federal immigration operation in the state is \u201ca federal invasion of the Twin Cities,\u201d according to a lawsuit filed Monday.\n <\/p>\n

\n The suit is seeking a court order halting the operations, arguing the federal government is unlawfully commandeering state resources and violating Minnesota law and city ordinances.\n <\/p>\n

\n It is the latest development in the monthslong spat between Minnesota officials and the federal government after President Donald Trump first ramped up immigration enforcement in the Minneapolis area in December.\n <\/p>\n

\n The federal government initially launched Operation Metro Surge, an immigration crackdown in the Twin Cities, to target undocumented Somali immigrants<\/a> but it has also led to the arrests of immigrants<\/a> from other nations<\/a>.\n <\/p>\n

\n \u201c<\/em>DHS law enforcement have made over 2,000 arrests since Operation Metro Surge began,\u201d Assistant Homeland Security Secretary Tricia McLaughlin said Monday.\n <\/p>\n

\n Around 1,000 additional US Customs and Border Protection agents are expected to deploy to Minneapolis, according to two federal law enforcement sources. The agents started deploying Friday and continued over the weekend, one of the sources said, coming on top of a deployment of about 2,000 federal agents to the area that CNN reported early last week<\/a>.\n <\/p>\n

\n The lawsuit also claims Operation Metro Surge is not a legitimate law enforcement action, but rather a retaliation effort against Democratic-led Minnesota, citing the president\u2019s disparaging comments toward local officials.\n <\/p>\n

\n \u201cPresident Trump expressed the root of his displeasure in plain terms during a recorded interview: he essentially claimed that Minnesota is \u2018corrupt\u2019 and \u2018crooked\u2019 because its officials accurately reported election results and those results did not declare him the winner,\u201d the lawsuit says, citing a January 9 interview by the president.\n <\/p>\n

\n Officials in the North Star State have echoed each other\u2019s calls for weeks for immigration officials to cooperate with local law enforcement and leave \u2013 which has prompted biting rhetoric<\/a> in return from federal officials.\n <\/p>\n

\n Tensions between federal law enforcement and local counterparts flared after an ICE-involved shooting last week left a mother of three dead<\/a>.\n <\/p>\n

\n After a weekend fraught with high-level name-calling, new shooting videos surfacing and widespread protests, here\u2019s the latest.\n <\/p>\n

\n On Saturday, DHS posted a new video on X<\/a> showing the three minutes and 30 seconds that preceded an ICE agent\u2019s gunfire<\/a>, which struck and killed 37-year-old US citizen Renee Good in Minneapolis on Wednesday.\n <\/p>\n

\n The new video shows Good\u2019s vehicle \u2014 a maroon Honda Pilot \u2014 partially blocking the street. Several vehicles that stopped behind her appear to belong to federal agents, based on activity observed in other videos.\n <\/p>\n

\n In its post, DHS claimed, without providing evidence, Good was \u201cstalking and impeding a law enforcement operation over the course of the morning.\u201d\n <\/p>\n

\n Several vehicles pass Good\u2019s car during the video. About 40 seconds into the clip, the camera focuses on Good moving in her vehicle as honking can be heard, but it\u2019s unclear where the honking is coming from.\n <\/p>\n

\n Three minutes in, law enforcement sirens go off and there are more car horns. At 3:11, two vehicles pass Good\u2019s car. A truck that appears to belong to a federal agent pulls up perpendicular to Good, and agents get out of the vehicle. Good appears to be motioning to them with her hands.\n <\/p>\n

\n The agents then exit the vehicle and the video cuts off right before the deadly shooting.\n <\/p>\n

\n DHS\u2019s post came the day after CNN obtained cell phone video<\/a> of the interaction captured by the agent who fired at Good, Jonathan Ross.\n <\/p>\n

\n Ross\u2019 video does not show if the SUV made contact with him, as the camera angle jerks up to the sky. Another video<\/a>, shot by a bystander, shows the SUV may have made contact as it lurches forward, and he moves to the side.\n <\/p>\n

\n DHS Assistant Secretary Tricia McLaughlin said Ross\u2019 video supports what the agency has said<\/a> \u2013 that the ICE agent acted in self-defense.\n <\/p>\n

\n The shooting itself is not visible, but three gunshots are heard as the phone in Ross\u2019 hand jostles further and then is facing the house behind Ross.\n <\/p>\n

\n Conflict between local and federal officials reaches new heights
\n<\/h2>\n

\n National-level tensions mounted Sunday morning as Noem called on officials in Minnesota to \u201cgrow up,\u201d following their complaints that federal agencies aren\u2019t cooperating with state and local officials investigating Good\u2019s killing. The Justice Department has blocked state investigators<\/a> from participating in what initially was meant to be a joint FBI and state criminal investigation, state officials said.\n <\/p>\n

\n Noem homed in on Minnesota Gov. Tim Walz and Minneapolis Mayor Jacob Frey, Democrats she said have politicized the shooting and encouraged \u201cdestruction\u201d and \u201cviolence\u201d in the city.\n <\/p>\n

\n \u201cThey\u2019ve extremely politicized and inappropriately talked about the situation on the ground in their city. They have inflamed the public. They have encouraged the kind of destruction and violence that we have seen in Minneapolis the last several days,\u201d Noem said on CNN\u2019s \u201cState of the Union\u201d Sunday.\n <\/p>\n

\n \u201cI would encourage them to grow up, get some maturity, act like people who are responsible, who want people to be safe, and the right thing be done,\u201d she said.\n <\/p>\n

\n Moments later, Frey strongly condemned the incident to CNN\u2019s Jake Tapper and urged ICE officers to get out of Minneapolis.\n <\/p>\n

\n \u201cShe\u2019s calling Minneapolis this dystopian hellhole. You know how many shootings we\u2019ve had so far this year? Two, and one of them was ICE,\u201d Frey told Tapper less than two weeks into 2026.\n <\/p>\n

\n Frey doubled down on his assertion that the officer who shot Good was \u201ca federal agent recklessly using power that ended up in somebody dying.\u201d\n <\/p>\n

\n \u201cAm I biased in this? Of course. I\u2019m biased, because I got two eyes. Anybody can see these videos, anybody can see that this victim is not a domestic terrorist,\u201d Frey said.\n <\/p>\n

\n The mayor called for an independent investigation into the shooting.\n <\/p>\n

\n In DC, US Rep. Ilhan Omar, D-Minnesota, said the federal government is stoking \u201cchaos\u201d with its heavy-handed immigration enforcement efforts in the wake of last week\u2019s shooting death of a US citizen.\n <\/p>\n

\n CBP Commander Gregory Bovino was already in the Minneapolis area last week with hundreds of agents. He is conducting targeted operations, including door knocks, a federal law enforcement source told CNN. The documents provided to those who receive door knocks are either administrative warrants<\/a> \u2013 which are signed by an immigration officer but don\u2019t carry the same legal weight as a judicial warrant \u2013 or copies of their final orders of removal.\n <\/p>\n

\n \u201cWhat we have seen in Minneapolis is ICE agents oftentimes jumping out of their cars. These are unmarked cars. Oftentimes, they\u2019re wearing a mask,\u201d Omar said on CBS\u2019s \u201cFace the Nation\u201d on Sunday. \u201cWhat they are doing is creating confusion, chaos, trying to intimidate people from being able to exercise their regular, normal activities that they would.\u201d\n <\/p>\n

\n Omar, accompanied by fellow Minnesota Democratic Congress members, said she was denied access to a Minneapolis-area ICE facility<\/a> on Saturday morning after being inside briefly.\n <\/p>\n

\n Noem issued a directive on Thursday barring lawmakers from visiting detention facilities<\/a> without a week\u2019s notice, McLaughlin said in a statement, due to \u201cescalating riots and political violence targeting buildings and facilities used by ICE.\u201d\n <\/p>\n

\n The DHS secretary acted to \u201censure adequate protection for Members of Congress, congressional staff, detainees, and ICE employees alike,\u201d McLaughlin said in Sunday\u2019s statement.\n <\/p>\n

\n As outrage has grown following Good\u2019s death, more than 1,000 demonstrations<\/a> were planned across the United States over the weekend in protest of the Trump administration\u2019s surge of immigration action in Minneapolis and elsewhere.\n <\/p>\n

\n Saturday\u2019s massive protest in the Twin Cities took many shapes throughout the day, starting at Powderhorn Park<\/a>, located about a mile from where Good was shot and which had been a prime gathering place for protests following the 2020 killing of George Floyd<\/a> by a Minneapolis police officer. After marching through a Minneapolis neighborhood, the crowd of thousands gathered on the street where Good was fatally shot.\n <\/p>\n

\n Even with the decision of Walz to put the National Guard on standby<\/a>, Minneapolis Police Chief Brian O\u2019Hara is concerned that frequent confrontations between protesters and law enforcement may get out of control, O\u2019Hara said in a podcast published Monday by The New York Times.\n <\/p>\n

\n \u201cIt could very, very quickly explode,\u201d O\u2019Hara told the Times\u2019 \u201cThe Daily\u201d podcast<\/a>. \u201cAnd with the level of staffing that we have and the time that it takes to get the National Guard to come in, it will be too late. That\u2019s my fear.\u201d\n <\/p>\n

\n A growing improvised memorial at the site of the shooting is drawing visitors<\/a> almost constantly \u2013 including Walz, who wrote<\/a> \u201cRest in peace\u201d in a Facebook post after stopping by the site Monday.\n <\/p>\n

\n Meanwhile, thousands protested elsewhere in the country in rallies opposing aggressive immigration enforcement policies and tactics.\n <\/p>\n

\n In Los Angeles, a police helicopter\u2019s search light beamed down on protesters on Alameda Street, who were outfitted with upside-down American flags and handmade anti-ICE posters.\n <\/p>\n

\n The street was also the site of clashes between protesters and police<\/a> in June last year, when crowds gathered to rally against immigration raids and Trump\u2019s deployment of the National Guard.\n <\/p>\n

\n With signs declaring, \u201cThe Trump Fascist Regime MUST GO NOW!!\u201d And \u201cWAKE UP AMERICA,\u201d protesters marched in front of the White House despite the steady rain across the capital.\n <\/p>\n

\n One protester, Claudia Schur, joined the march to share her grievances against several Trump administration actions.\n <\/p>\n

\n \u201cThere\u2019s no rules anymore, no shame, no integrity,\u201d Schur said while holding a sign that said, \u201cICE Out.\u201d \u201cIt\u2019s just a country I can\u2019t even, I can\u2019t, I don\u2019t recognize.\u201d\n <\/p>\n

\n Julia Doherty, who marched alongside Schur, said she\u2019s concerned about the polarization among Americans.\n <\/p>\n

\n \u201cThere\u2019s no sense of community. We\u2019re just so polarized, it\u2019s horrifying,\u201d Doherty said. \u201cAnd we need to stand up and do whatever we can to, to effect change.\u201d\n <\/p>\n
