South Korea\u2019s Financial Services Commission (FSC)<\/a><\/strong> is set to make its final decision today, January 14, on which consortiums will receive preliminary approval to operate tokenized securities (STO) over-the-counter (OTC) trading platforms<\/strong>.<\/p>\n

The controversy began when Lucentblock<\/a><\/strong>, operator of the real estate tokenization platform SoU<\/em>, accused the NXT Consortium<\/strong> of using information obtained under a non-disclosure agreement (NDA)<\/a> to form a competing STO trading consortium.<\/p>\n

Lucentblock\u2019s claims of unfair approval processes and technology misuse<\/a><\/strong> have since drawn national attention, turning a licensing round into a broader referendum on how Korea defines innovation and institutional accountability.<\/p>\n

NXT and its consortium partner Musicow<\/strong> have rejected the allegations, asserting that no confidential materials were misused and that their business plan reflects years of accumulated market experience<\/strong>, not borrowed ideas.<\/p>\n

Founded in 2016, Musicow<\/strong> operates the world\u2019s first music securities platform, representing approximately 98% of Korea\u2019s fractional investment asset listings<\/strong> and 73% of trading volume<\/strong>, with over KRW 400 billion<\/strong> in cumulative transactions. Its participation lends to the NXT Consortium both operational credibility and data-backed infrastructure for market execution.<\/p>\n

By contrast, Lucentblock<\/strong> entered Korea\u2019s Financial Innovation Sandbox in 2018<\/strong>, operating under the Special Act on Financial Innovation Support. With more than 500,000 users<\/strong> and KRW 30 billion<\/strong> in asset issuance, it stands as one of the few startups that sustained commercial operations through Korea\u2019s sandbox-to-licensing transition.<\/p>\n

Caution Against Market Delays<\/h3>\n

As tensions mounted this week, Musicow<\/strong> issued a public statement<\/a> emphasizing that the fractional investment industry cannot afford further delays<\/a><\/strong>.<\/p>\n

\u201cIf this controversy causes the market\u2019s opening to be postponed, the damage will not be limited to one company but will ripple across the entire industry,\u201d<\/em> Musicow said on January 13.<\/p>\n

The company underscored that the NXT Consortium\u2019s business plan integrates Musicow\u2019s proven operational expertise<\/strong>, data-driven user analytics, and investor protection systems, aiming to provide a stable and transparent trading environment<\/strong> after institutionalization.<\/p>\n

Musicow also warned against framing the issue as a single-startup conflict<\/a>, noting that four major fractional investment companies<\/strong><\/a>\u2014Musicow, Sejong DX<\/a>, Stockeeper<\/a>, and TogetherArt<\/a>\u2014<\/strong> are participating in the NXT Consortium, while Lucentblock<\/strong> remains the sole representative of its own consortium<\/strong>.<\/p>\n

Lucentblock, on the other hand, maintains that the licensing process contradicts the original purpose<\/a> of Korea\u2019s innovation policy<\/strong>.<\/p>\n

CEO Heo Se-young<\/strong> reiterated that a market pioneered through government-sanctioned experimentation is now being handed to institutional players who did not share the original risk.<\/p>\n

\u201cWe proved that this model works. Yet, at the moment of formalization, startups like ours are being excluded,\u201d <\/em>Heo said at a press conference on January 12, calling the process \u201ca reorganization of innovation around established power.\u201d<\/em><\/p>\n
