Software and tax forms must be updated to account for new provisions like the extra senior deduction, <a href=\"https:\/\/www.usatoday.com\/story\/money\/taxes\/2026\/02\/19\/tip-deduction-2025-tax-returns\/88766189007\/\" target=\"_blank\" rel=\"noreferrer noopener\">no tax on tips<\/a> and <a href=\"https:\/\/www.usatoday.com\/story\/money\/taxes\/2025\/12\/04\/tax-breaks-on-overtime-and-tips\/87602002007\/\" target=\"_blank\" rel=\"noreferrer noopener\">overtime<\/a>, and new <a href=\"https:\/\/www.usatoday.com\/story\/money\/taxes\/2026\/01\/08\/car-loan-interest-deduction\/88088787007\/\" target=\"_blank\" rel=\"noreferrer noopener\">auto loan interest<\/a> deduction that the state has decided to follow. Meanwhile, the District of Columbia is mired in a battle with the federal government over whether it will conform at all to the new federal tax laws.<\/p>\n<p>All of this means taxpayers, be warned: your state tax refunds could be delayed.<\/p>\n<p>&#8220;State tax conformity will be the biggest hurdles as some states conform, some don\u2019t conform and some only partially conform&#8221; to Trump&#8217;s new tax laws, said Richard Pon, certified public accountant in San Francisco.<\/p>\n<p><media-gallery-promo asset-id=\"83967502007\" class=\"column ten-column no-gutter spacer-large\"\/><\/p>\n<h2 class=\"presto-h2 wp-block-heading\">Which states are warning of tax refund delays?<\/h2>\n<p>Taxpayers in four states plus the District of Columbia may see slower-than-usual tax refunds. Here&#8217;s why:<\/p>\n<partner-banner util-module-path=\"elements\/partner\" fluid=\"\" bottom=\"\" lazy=\"\" class=\"spacer-large\" min-height=\"390\" outstream=\"\"\/><partner-inline util-module-path=\"elements\/partner\" class=\"spacer-large\" placement=\"native-article_link\" sizes=\"[[300, 250], [3, 3]]\" min-height=\"250\" fluid=\"\" outstream=\"\"\/>\n<ul class=\"wp-block-list\">\n<li><strong>Idaho: <\/strong>In a <a href=\"https:\/\/www.idahoednews.org\/wp-content\/uploads\/2026\/02\/FY-2027-Additional-Reduction-Impacts.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">memo<\/a>, Lori Wolff, administrator in the state&#8217;s Division of Financial Management, warned budget cuts reduced the temporary tax\u2011season workforce, which would slow tax processing by 12-24 weeks and delay taxpayer refunds by up to 6 weeks. The delays would cost taxpayers up to $7 million in increased refund\u2011interest payments, she said.<\/li>\n<\/ul>\n<p>Further, Idaho Gov. Brad Little didn&#8217;t sign the state&#8217;s bill to conform to the federal tax laws until Feb. 11, after the start of the IRS&#8217; Jan. 26 tax season and more than 158,000 Idahoans had already filed their taxes.<\/p>\n<partner-inline util-module-path=\"elements\/partner\" placement=\"native-article_link\" sizes=\"[[300, 250], [3, 3]]\" min-height=\"250\" fluid=\"\" outstream=\"\"\/><cta-atoms-container-inline util-module-path=\"elements\/cta\" class=\"spacer-large\"\/><\/p>\n<p>&#8220;The changes to forms and systems normally take nine months for the Tax Commission to complete,&#8221; said Tax Commission Chairman Jeff McCray in a <a href=\"https:\/\/tax.idaho.gov\/pressrelease\/update-on-filing-2025-idaho-income-taxes-now-that-conformity-is-law\/\" target=\"_blank\" rel=\"noreferrer noopener\">release<\/a> on Feb. 17. &#8220;However, it\u2019s a priority for us to make the updates and provide a plan for taxpayers to follow as soon as possible.&#8221;<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>New York:<\/strong> An Intuit TurboTax software issue, which was supposed to be fixed on Feb. 4, may have prevented filing and delayed some tax refunds, according to <a href=\"https:\/\/accountants.intuit.com\/community\/proseries-tax-discussions\/discussion\/nys-e-file\/00\/343872?srsltid=AfmBOorva4JBjHFiIWxgcWgKHZyb6s4U2tkaNMkZiWFfPRBR4wuPT8vw\" target=\"_blank\" rel=\"noreferrer noopener\">customer complaints<\/a> on <a href=\"https:\/\/ttlc.intuit.com\/community\/taxes\/discussion\/my-state-refund-keeps-getting-rejected-for-error-code-r0148-i-don-t-see-the-page-they-are-directing\/00\/3759944#:~:text=error%20code%20R0148.-,I%20don't%20see%20the%20page%20they%20are%20directing%20me,have%20seen%20on%20this%20forum.\" target=\"_blank\" rel=\"noreferrer noopener\">various<\/a> message boards and <a href=\"https:\/\/www.rochesterfirst.com\/news\/finance\/turbo-tax-issue-prevents-filing-of-ny-state-returns\/\" target=\"_blank\" rel=\"noreferrer noopener\">local<\/a> <a href=\"https:\/\/www.yahoo.com\/news\/articles\/turbo-tax-issue-prevents-filing-224604444.html\">news<\/a> reports.<\/li>\n<li><strong>Oregon: <\/strong>Taxpayers filing paper returns won&#8217;t even begin being processed until at least the end of this month, the state&#8217;s Department of Revenue <a href=\"https:\/\/www.oregon.gov\/dor\/programs\/individuals\/Pages\/paper-process-delays.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>. The first refunds won&#8217;t be issued until early April, it said. The IRS was late providing necessary tax forms and information for the state to program its computer systems, the Department said.<\/li>\n<\/ul>\n<partner-banner util-module-path=\"elements\/partner\" fluid=\"\" bottom=\"\" lazy=\"\" class=\"spacer-large\" min-height=\"600\" outstream=\"\" momentum=\"\"\/>\n<p>The Oregon Department of Revenue also <a href=\"https:\/\/www.oregon.gov\/dor\/programs\/individuals\/Pages\/okc-faq.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> a &#8220;small number of taxpayers&#8221; claimed an incorrect amount for the Oregon Kids Credit due to a form error. While that's a great deal of money, the total dollar amount is down $16.4 billion or down 8.7% from a year ago.&#10;&#10;Tax refunds\" orientation=\"horizontal\" class=\"spacer-large\" util-module-path=\"elements\/media\"\/><\/p>\n<ul class=\"wp-block-list\">\n<li><strong>South Carolina:<\/strong> The Palmetto State&#8217;s warning on its Department of Revenue <a href=\"https:\/\/dor.sc.gov\/iit\/refunds\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a> says tax processing is taking longer than usual because it&#8217;s not conforming to Trump&#8217;s new federal tax laws. Taxpayers need to be extra careful and adjust their state tax filings to <a href=\"https:\/\/dor.sc.gov\/sites\/dor\/files\/policies\/IL26-4(revised).pdf\" target=\"_blank\" rel=\"noreferrer noopener\">add back income<\/a> that may have been deducted at the federal level. Those may be tips, overtime, additional senior deduction and auto loan interest, among others, it said. If they are missed, taxpayers may have to file an amended return, which can delay a refund.<\/li>\n<li><strong>Washington, DC:<\/strong> DC is embroiled in a fight with the federal government that has thrown tax filing into chaos. The District voted late last year not to conform to the new tax laws, but Congress voted to reverse that decision in the middle of tax season. Trump signed it into law on Feb. 18. &#8220;Electronic and paper versions of the 2025 District income tax forms will be delayed,&#8221; the Office of Tax and Revenue <a href=\"https:\/\/otr.cfo.dc.gov\/page\/tax-forms-instructions\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> on its website.<\/li>\n<\/ul>\n<partner-inline util-module-path=\"elements\/partner\" class=\"spacer-large\" placement=\"native-article_link\" sizes=\"[[300, 250], [3, 3]]\" min-height=\"250\" fluid=\"\" outstream=\"\"\/>\n<p>The DC Attorney General filed an <a href=\"https:\/\/www.scribd.com\/document\/1003103396\/AG-Opinion-Decoupling-Retroactivity-and-Validity\" target=\"_blank\" rel=\"noreferrer noopener\">opinion<\/a> arguing that Congress&#8217; reversal isn&#8217;t valid because the deadline had passed to make such a move, among other things. If the dispute doesn&#8217;t get resolved soon, DC Chief Financial Officer Glenn Lee said tax filing deadlines could be pushed to September\u00a0and\u00a0disrupt $400 million in cash flow\u00a0for DC government.<\/p>\n<p>Which way the dispute gets settled could have a big impact on DC taxpayers. About 60,000 individuals who have already filed their DC taxes may end up having to refile, the National Taxpayers Union Foundation said.<\/p>\n<partner-banner util-module-path=\"elements\/partner\" fluid=\"\" bottom=\"\" lazy=\"\" class=\"spacer-large\" min-height=\"390\" outstream=\"\"\/>\n<p>Plus, nearly 90% of taxpayers take the standard deduction, which is either $15,750 if Congress is right, or $15,000 if DC wins, it said.
